Binance lists M perpetual futures, and M is on Binance Alpha, the section of the Binance app for early on-chain tokens, but Binance has no M spot market. Alpha trades happen on-chain through Binance Wallet; they are not Binance spot markets.

Yes. Binance lists M perpetual futures. Futures use leverage and are riskier than spot.
